Willoughby Summer Party 2011

6.30pm until approx 9.00pm

We’re hoping the great turn-for-the-better of the weather will until the 13th, as that is the evening for this year’s Willoughby House summer party. It takes place on Speed House Lawn, as usual, and there will be the customary summer bites, wine and soft drinks available for everyone. Despite the hike in consumer prices, we’ve kept the costs to £6 for those attending, with no charge for under 12s. This is to cover our costs.

If you are a Willoughby House resident, there’s no need to RSVP – come along on the evening. If you are new to Willoughby House or have not been to one of these events, we guarantee you will go away having met new friends. Just make yourself known to us behind the bar or the food table and we will make sure we introduce you to some of the delightful people who live here.

Hammerson’s proposals for the redevelopment were approved at today’s meeting of the City of London Planning and Transportation committee. Many residents spoke out, and your house group chair along with two other WH residents did make forceful representations – sadly to no avail. Our attentions will now have to focus on ensuring that the construction is planned and managed to minimise disruption, and also to seek minor improvements where these can be made and the developer is willing to incorporate them.

There have already been some concessions achieved through pre-application consultations with the developers – though not as many as we would like. However, we can probably point to the plans for the Highwalks across the site – which will be re-routed but the network will remain – as a significant gain over previous plans.

Minutes of the Annual General Meeting
Held at the Wood Street Bar & Restaurant

1. Apologies for Absence

2. Minutes of the last AGM held on March 17th, 2009

The minutes were read, and with minor amendments noted, were accepted as a true record.

3. Matters Arising

There were no matters arising not covered by the agenda.

4. Chairman’s Report

Tim Macer looked back over a busy year which had included five Willoughby House committee meetings as well as attendance at several  planning sessions linked to proposed developments at Milton Court, St Alphage House, street scene improvement in Moor Lane, Crossrail, Barbican Cinema moves and alternations to the car park 03.

The successful Summer Party and Christmas time gathering at Searcy’s were also noted with appreciation.

The chair thanked the members of the committee for their support, and in particular Caroline Swash for her work as secretary, Petre Reid for his work as treasurer, and Simon Ebbins for his work as deputy chair.

The chair also noted that Steve Grimwood, a co-opted member of the committee and previous House Group chair was standing down, as he would soon be moving out of the Barbican, and expressed thanks for all that Steve had done in his years on the committee and as Chair. Valerie Mills, another current member of the committee had also indicated she wished to stand down, and the Chair thanked Valerie for contributions to the committee too.

The chair then invited questions or comments on the issues he had raised in his report.

Moor Lane/Silk Street crossing

Caroline Swash revealed that at a recent presentation of the Moor Lane streetscape imporovements she had been dismayed to discover that proposed road improvements included the removal of the present pedestrian crossing at the junction of Milton Street and Silk Street as well as the traffic island opposite the lift from podium to street level on Moor Lane. Previously, Barbican residents had been able to cross Moor Lane safely by footbridge, demolished to facilitate the development of Milton Court. It would appear that there had been a lack of understanding concerning the realities of the use of the area, shortly to become a busy educational  ‘Campus’.

Other members at the meeting supported the concerns raised and asked the Chair to make representations to the City Corporation’s Transport planners over residents’ concerns over safety in this area.

St Alphage redevelopment

Simon Ebbins observed that the ‘loading bay’ proposed in Fore Street would probably create the greatest inconvenience for residents of Willoughby House. The chair said that he would continue to press the developers would on these issues.

5. Treasurer’s Report

In the absence of Petre Reid, the Chair presented the annual accounts for the period to 2 April 2011 for approval of the meeting. He observed that the Summer Party made a very small profit and that overall the group had show a slight deficit on the year, with expenditure exceeding income by  £31.07.

The chair proposed that the meeting adopt the accounts, and this was agreed unanimously.

6. Election of the Committee for 2011/12

The chair had received seven nominations to the committee:

As the constitution permitted the AGM to elect up to seven members to the committee, the election was therefore uncontested. The chair therefore proposed that the meeting elected all proposed candidates, and this was seconded by Simon Ebbins. This was agreed unanimously.

7. Determination of the membership subscription for 2011/12

The chair stated that there was no significant expenditure anticipated that was not covered either by income generated from events such as the summer party, or which was not reclaimed from the City of London Corporation. He therefore proposed that the existing zero subscription fee should be retained.

This was agreed unanimously by the meeting.

The meeting closed at 9.00 pm with thanks to the chairman and treasurer.

At WHG’s AGM on Thursday 19 May, seven WH residents were elected to the committee for the coming year, which is the maximum our consitution allows. They are:

WHG’s objection to St Alphage

The residents at the southern end of Willoughby House are be the closest of any Barbican flats to the St Alphage site and they are among the flats at the Barbican that will be most impacted by the redevelopment the site. Willoughby House Group has been working closely with the Barbican Association and its St Alpahge Group. WHG Chair is also the chair of the BA’s St Alphage Group.

Temporary closure of Moor Lane by Heron site – update

Thames Water have said the current closed section of Moor Lane will continue to be closed over the weekend until they resolve the major leak. They have been unsuccessful to date after digging numerous pits to locate the leak.

Silk Street will have a two way traffic system in operation over the weekend to allow residents access in and out of WH01/03 car parks. Thames water are to display temporary road signage for this two way traffic system.

Extra Meeting on St Alphage, Wed 23 March

7.30 pm, Wood Street Bar & Restaurant (downstairs bar)

This extra House Group meeting is to discuss the current situation with the St Alphage House development, now that the planning application is active, and provide the most up-to-date information. Officially the period of consultation will run to 1 April, though objections will be received later than that. This will be a joint meeting between residents of Willoughby House and Andrewes House. We hope you will be able to attend.

Our next meeting is open to all residents of Willoughby House. There is currently an unprecedented level of activity around our homes, several of which will have a major impact on us. Our agenda on the 24th will cover the following, all of which are current:

  • Milton Court and plan for temporary site offices for O3 level car park
  • St Alphage Redevelopment – planning application now active
  • Former Post Office/Telephone exchange demolition
  • Moor Lane Street Scene Improvements plan
  • Crossrail

Of particular interest to many residents will be the news that the City has now received the planning application for the St Alphage House redevelopment. When notices appear in the next few days, we will all have just 21 days in which to raise comments or make objections. We will also be discussing Milton Court construction and noise issues, which is affecting many residents towards the northern end of the block.

St Alphage House – public viewings in September

We have just learned there will be a public exhibition of the latest redevelopment plans for the St Alphage Site by Hammerson and the architects Make at St Giles’ Cripplegate, for Barbican residents, on the following three days in September:

Thursday 16th September,  12 noon until 7pm
Friday 17th September , 12 noon until 5pm
Sunday 19th September, 12 noon until 4pm

We strongly recommend everyone in Willoughby House to attend one of these sessions to see the plans for themselves.
